1. 개요

Certified Financial Planner™

재무설계 업무를 수행하기 위해 요구되는 전문지식(Knowledge), 전문기술(Skill) 및 전문능력(Ability)을 검증하는 금융 분야 자격증으로, 국제FPSB에서 주관한다. 한국에서의 하위 자격증으로 AFPK(Associate Financial Planner Korea™)가 있다.

2. 상세

국제FPSB(Financial Planning Standards Board)가 소유한 자격이다. 국제FPSB는 재무설계사의 전문성에 필요한 교육과정, 자격시험, 실무경험과 재무설계사의 업무수행기준 및 직업윤리 등을 포함한 CFP자격인증 프로세스를 국제표준화하여 27개국에서 CFP자격을 인증하고 있다.

한국의 CFP와 AFPK 인증은 정식으로 라이센스를 받은 한국FPSB에서 주관하며, 프로그램의 기준과 요건은 국제FPSB가 제공하는 국제기준을 따르고 있다. 따라서 자격시험 및 인증을 위한 라이센스비 납부 또한 한국FPSB에서 이루어진다. 한국에서 인증을 받은 뒤 해외에서 CFP 자격으로 활동하려면 해당 국가의 CFP 자격인증기관 자체의 기준에 따라 일정요건을 충족한 후 CFP 자격을 상호 인정받을 수 있다.

한국어로는 국제재무설계사로 부르며, 간혹 약자로 C라고 부르는 경우도 있다. 국내에서는 2021년부로 국가등록민간자격이 되었다. FP 관련 자격증에서는 최고 난이도를 자랑하며, 우수 합격자가 신문에 나오기도 한다. CFP/AFPK 자격인증자 검색은 여기에서 할 수 있다.

3. 역사

1969년 12월 시카고에서 업계종사자들이 모여 IAFP(International Association for Financial Planning)와 그 교육기관인 재무설계대학(The College for Financial Planning)을 설립하기로 결의한 것이 그 시작이다. 이 교육과정을 체계화하여 미국 특허청에 등록한 자격이 현재의 CFP이다.

한편 1972년 콜로라도주 덴버에서 설립된 ICFP(Institute of Certified Financial Planners)와 IAFP가 2000년에 합병하여 FPA가 새로 출범하였다. 2004년 CFP Board 는 국제FPSB를 설립, 미국을 제외한 해외 국가들의 CFP 인증프로그램 도입과 시행을 주관하였다.

2015년 말 현재 미국을 포함하여 세계 26개 국가에서 활동하는 CFP 인증자의 수는 약 16만 명이다.

4. 인증요건

CFP 인증요건은 4E로 대표되는 교육(Education), 시험(Examination), 실무경험(Experience) ,윤리서약(Ethics)으로 구성되어 있다. 한국FPSB의 설명은 다음과 같다.

CFP 자격인증 요건 (4E's)
1.교육(Education)
한국FPSB에서 지정한 교육기관에서 CFP 교육 과정을 수료해야 합니다.

2.시험(Examination)
한국FPSB에서 시행하는 CFP 시험에 합격해야 합니다.

3.경험(Experience)
한국FPSB에서 정한 CFP 실무경험 요건을 충족시켜야 합니다.

4.윤리(Ethics)
한국FPSB의 자격인증 결격사유에 해당하지 않고, 고객의 이익을 최우선으로 하며 한국FPSB의 업무수행기준과 윤리 규정 및 기타 제시하는 사항을 준수하겠다는 서약을 하여야 합니다.

4.1. 사전교육

CFP 인증시험에 응시하기 위해서는 한국FPSB의 지정교육기관에서 CFP교육과정을 수료하여야 한다. 교육과정은 집합, 원격교육(인터넷)의 형태로 제공되며, 집합교육은 최소 200시간, 원격교육은 인터넷강의 220시간 이상 이수해야 한다. 원서접수 전날까지 이수한 건만 인정되므로 주의.

대한민국 공인회계사, 세무사, 변호사 등록자, 경영학/경제학/재무설계학 박사 학위 소지자, CFA 자격자는 교육이 면제된다. 교육 면제 대상이 아니라면 AFPK를 보유한 상태에서 교육을 수료해야 한다. 인강을 들을 경우 약 6개월간 350시간 정도의 강의를 50만 원 정도 내고 들으면 된다.

각 교육 과목과 이에 대한 설명은 다음과 같다.

재무설계사와 법률 및 윤리
윤리의식을 갖춘 CFP 인증자로서 활동하는 데에 필요한 관련 법규와 윤리사항을 소개하는 과목. 종합재무설계 업무수행에 따른 법률상의 유의사항, 신용정보관리 및 실명거래제도, 소비자보호제도 및 소비자파산과 신용회복지원, 네트워크 정보화사회와 개인정보의 보호, 재무설계 업무수행에 따른 윤리상의 유의사항을 다룬다.

파이낸셜 플래닝 원론
재무설계에 대한 고객상담과 재무계획을 수립하고 전략을 실행하는데 필요한 실무적인 지식과 기술을 소개하는 과목. 재무설계 프로세스, 종합 재무설계, 라이프 이벤트별 재무설계, 재무설계 사례에 대해 다룬다.

화폐의 시간 가치
화폐의 시간가치를 재무계산기를 활용하여 접근할 수 있는 지식과 기술을 소개하는 과목. 재무계산기 사용법, 화폐의 시간가치에 관한 기초 개념, 일시금 계산, 연금계산, 연속지급계산 등에 대해 다룬다.

위험관리와 보험설계
위험관리와 보험설계에 필요한 실무적 지식과 기술을 소개하는 과목. 위험과 보험, 생명보험, 제3보험, 손해보험, 사회보험 등과 설계 프로세스를 다룬다. AFPK와의 차이점은 AFPK가 이론 중심임에 비해 CFP는 실무 중심이라는 점이다.

투자설계
고객의 재무목표를 효과적으로 달성할 수 있는 최적 포트폴리오를 구성하는 데에 필요한 실무적 지식과 기술을 소개하는 과목. 화폐의 시간가치, 경제환경 분석, 투자이론, 주식의 가치평가 및 투자 전략, 채권의 가치평가, 채권 투자 전략, 파생상품 운용 전략, 자산 배분 전략, 자산배분과 금융상품, 투자성과 평가에 대해 다룬다.

부동산설계
전문적인 부동산서비스를 제공하는 데에 필요한 실무적 지식과 기술을 소개하는 과목. 기본적인 도구, 부동산 투자상품과 투자방법, 부동산 재무설계의 프로세스를 다룬다.

은퇴설계
은퇴 이후의 생활을 위해 경제 활동기에 경제적으로 준비해야 할 부분과 방법에 대한 실무적 지식과 기술을 소개하는 과목. 공적연금, 은퇴설계의 과정, 은퇴설계를 위한 계산, 은퇴설계 사례, 은퇴계획과 세제혜택, 사적연금, 종업원 복지후생에 대해 다룬다.

세금설계
각 세금실무 상황별 필요한 지식과 기술을 소개하는 과목. 세부적으로 세금설계총론, 종합소득세, 금융 관련 세금, 사업소득 관련 세금, 부동산 관련 세금, 상속·증여 관련 세금에 대해 다룬다. AFPK 과정에서 학습한 세법에 대해 각 실무 상황별로 구분하여 세금을 종합적으로 이해하고 폭을 넓힐 수 있도록 되어 있다.

상속설계
유산을 다음 세대에 효과적으로 이전하는 데에 필요한 실무적인 지식과 기술을 소개하는 과목. 의의 및 CFP 의 역할, 상속의 법률관계, 상속설계의 실행대책, 사업승계에 대해 다룬다.

사례집
상술한 과목들에 대한 실제 사례들을 통해 재학습하도록 되어 있는 과정이다.

4.2. 필기시험

1년에 2회 시험이 있다. 일반적으로 1차 시험은 5월, 2차 시험은 10월에 치러진다. 장소는 현재 서울에서만 치러지고 있다.

시험은 토요일, 일요일 이틀에 걸쳐 치러지며, 토요일에는 지식형 문제를, 일요일에는 사례형 문제를 푼다. 총점은 340점 만점이고, 지식형 170문제, 사례형은 80문제로 총 250문제이다. AFPK와는 달리 5지선다형으로 출제된다.

지식형과 사례형 모두 평균 70% 이상, 지식형 과목별 40% 이상을 득정해야 합격한다. 만약 지식형/사례형 중 한 유형에서만 해당 요건을 충족한 경우 부분합격자로 인정받으며, 부분합격자는 차기 1년 내에 치러지는 시험에 대해 합격하지 못한 시험 유형만 응시할 수 있다. 단 초시의 경우 반드시 모든 유형을 응시해야 한다.

시험에 합격해도 실무경험이 있어야 협회에 인증을 받을 수 있다. 라이센스비는 20만원이고 유효기간은 2년이다. 따라서 실무경험이 없는 대학생들은 시험에 합격한다고 해도 자격인증을 받지 못한다. 시험 합격일 이전 10년과 합격 이후 5년, 총 15년간 3년 이상(대졸자 기준)의 실무경험을 인정받을 수 있는 업무에 종사한 경력이 있으면 자격인증자가 될 수 있다. 만약 3년의 실무경험이 완료된 시점이 시험 합격 기준 5년을 초과했다면 해당 자격은 무효가 되며, 일련의 과정을 처음부터 다시 밟아야 한다.

100% 인정되는 경력: 자산관리에 대한 서비스를 직접 제공하고 제공한 서비스에 대하여 책임을 지는 경우, 이에 대한 관리감독, 이에 관한 강의를 주된 업무로 할 경우
75% 인정되는 경력: 자금운용, 상품개발, 마케팅, 분석, 영업업무지원 등 자산관리에 직간접적으로 관련된 정보 및 서비스를 고객이나 자산관리사에게 직접적으로 제공하고, 제공한 정보에 대해 책임을 지는 업무
50% 인정되는 경력: 전산, 감사 등 자산관리에 직간접적으로 연관된 업무를 보조하거나 간접적으로 관련된 업무
25% 인정되는 경력: 비서실, 노조 등 금융기관의 종사자로서 재무설계서비스와는 관련이 없지만 조직의 관리 및 운영에 관련된 경우

5. 용도

합격증만 있고 경력 인증을 못 받은 경우
- 금융권 입사 시 합격증으로는 주로 보험사, PB에서 우대해주며 최근에는 신한은행, 우리은행, NH농협은행, 기업은행, SC제일은행, 제주은행 등 시중은행 신입 공채에서도 우대해준다. 종전 탈스펙 바람이 불면서 한동안 은행권 신입 공채에서는 금융자격증 우대가 흔치 않았지만, 2018년 금융권 대규모 채용비리 사태의 여파로 채용 기준을 확립하는 취지에서 여러 금융 자격증 우대가 다시 부활하였다.
- 그러나 5년 이내로 경력인증을 받지 못하면 자격증이 사라지므로 주의해야 한다.
- CFP는 한국에서 취득할 경우 한국에서만 효력이 발생하며, 외국 CFP로 활동하기 위해서는 해당국가의 시험을 재응시해야 하므로 사실상 국가마다 특수성이 높다.

6. AFPK^®

CFP의 하위 자격증으로, 마찬가지로 한국FPSB에서 주관하는 등록민간자격증이다. 한국어로는 재무설계사로 번역하지만 보통은 AFPK, 더 줄여서 아예 A로만 부르는 경우도 있다. CFP 시험에 응시하기 위한 필수 자격증이다.

시험에서 다루는 과목은 다음과 같다.

모듈 1: 재무설계 개론[15문항], 재무설계사 직업윤리[5문항], 은퇴설계[30문항], 부동산설계[25문항], 상속설계[25문항]
모듈 2: 위험관리와 보험설계[30문항], 투자설계[30문항], 세금설계[30문항]

1과목 재무설계 개론과 2과목 재무설계사 직업윤리는 시험에서 같은 과목으로 묶여서 출제된다.

자격증 표시, 표장 사용에 대해 굉장히 엄격하다. AFPK에 ^®을 붙이는 것부터 시작해서 AFPK^®와 ASSOCIATE FINANCIAL PLANNER KOREA™를 동시에 사용할 때의 표기법 등이 세세하게 규정에 의해 정해져 있고, 이걸 가지고 문제도 나온다.[1](재무설계사와 직업윤리 과목) 이는 AFPK 인증자들에게만 적용되는 규정이며, 이를 도용하거나 사칭하는 개인에게는 한국FPSB에서 경고문 등이 발송될 수 있다.

여담으로 일본, 호주 등 아시아/오세아니아 국가들은 AFP 과정이 있는 반면 미국, 캐나다 등 일부 회원국(주로 서양)들은 AFP자격 없이 국제자격인 CFP자격만 두고 있다. 이는 FP 발전 과정에서 서양 국가들은 대학에서 재무설계 과정을 도입했기 때문으로 보인다. 반면 호주, 일본을 비롯한 아시아/오세아니아 지역 국가는 예비자격으로써 AFP자격을 도입하고 있다.

자격증의 취득 절차는 교육이수 - 필기시험 - 자격인증 으로 나뉜다.

6.1. 교육 이수

시험에 응시하기 위해서는 한국FPSB에서 지정한 교육기관, 자격증, 학위 등으로 교육을 이수하거나 면제받아야 한다. 일단 한번 이수를 하고 나면 이수 후 시험을 1달 후에 보든, 1년 후에 보든, 1세기(...) 후에 보든 상관없이 응시 자격이 생긴다. 단, 세법 등 금융환경 변화에 따라 매년 조금씩 교재가 개정되어 공부할 내용이 달라지거나 추가될 수 있으니 유념해 두자.[2]

교육은 모듈1과 모듈2로 구성된다. 자격증만으로 교육을 완전히 면제받으려면 대한민국 공인회계사, 변호사, 세무사, 감정평가사, 보험계리사 중 하나를 보유하거나, 경영학/경제학/재무설계학 중 하나의 석사 학위를 가지고 있으면 된다. 한편 펀드/증권투자권유자문인력, 공인중개사 등 몇몇 자격증을 이미 취득한 경우에는 특정 과목을 면제받을 수 있는데, FP 관련 자격증인 종합자산관리사(IFP), 투자자산운용사, 자산관리사(은행FP)를 보유한 경우 모듈2를 통째로 면제받을 수 있다.#

아무런 교육 면제 없이 인강을 듣는 경우 140시간과 20만원 정도의 비용이 소요된다. 개인차가 있겠지만 평균 1~3달 잡고 공부한다. 상경계열 전공자는 재무설계개론 파트와 투자설계 파트에서 메리트가 있다. 또한 대학교 때 전선으로 세법 과목을 들었다면 세금설계 파트도 쉽게 공부할 수 있다.

6.2. 필기시험

문제수는 모듈1이 100문제, 모듈2는 90문제이고 4지선다형으로 출제된다. 합격기준은 과목별 70점(개별과목 40점 미만은 과락)이고 모듈별 부분합격이 인정된다. 부분합격자의 경우 합격사실만 이월되고 점수는 이월되지 않으며, 1년(연이은 4회 시험) 이내 시행되는 시험에서 다른 모듈을 합격하지 못할 경우 부분합격의 효력이 상실된다.# 수험료는 전체 시험(모듈1+모듈2) 응시시 66,000원. 1개 모듈만 응시시 39,600원.[3]

시험 장소는 서울, 대전, 대구, 부산, 광주, 제주 지역에서 실시된다.

반드시 교육기관에서 교육을 받아야 응시할 수 있다보니 다른 자격증과는 달리 시중에 요약집이 거의 없다. 그러나 지정된 교육기관에서 정규교육과정을 구매하면 대개 8권의 한국FPSB에서 발간한 기본교재와, 해당 교육기관에서 발간한 요약집, 모듈별 문제집, 모의고사문제 등이 딸려오므로 추가 교재 구매 소요는 크지 않다. 2주만에 합격했다는(...) 합격후기 글을 보고 요약집만으로만 공부하다가는 아까운 응시료만 날릴 수 있으니[4], 기본교재로 진행하는 강의를 집중해서 들으며 기본교재를 정독한 후에, 문제집과 모의고사를 풀어보며 문제유형을 파악하는 것이 중요하다. 계산문제가 있긴 하나 계산기를 안 가져가도 문제되지 않을 정도로, 복잡한 계산문제는 나오지 않는다.

6.3. 자격인증

시험에 합격한 뒤 3년 내에 인증을 신청해야 하는데[5], 1년 내에 신청하지 않으면 추가로 교육을 받아야 되고, 라이센스비만 10만 원(대학생은 5만 원)을 내야 한다. 이렇게 인증을 해도 유효기간이 2년이다.

2년이 지나면 또 학점 이수를 한 뒤 라이센스비를 내야 한다. 갱신을 위한 계속교육은 윤리교육 2학점을 포함한 20학점을 요구하는데, 2년마다 라이센스비 비용이 든다.

6.4. 용도
